Carrollton Manor
Understand Carrollton Manor’s Severn-side history, community beaches, benefit-district funding and property-specific waterfront access in Severna Park.
Carrollton Manor began as a vacation subdivision in 1931, with narrow lots that supported a very different pattern from a modern planned development. The association’s history describes its gradual shift toward year-round homes and the transfer of three beach areas to the community. Those origins help explain why the neighborhood’s waterfront facilities and individual lots deserve a closer look. Read the community history.
How the community is organized
The Carrollton Manor Improvement Association describes itself as a Special Community Benefit District rather than a homeowners association. County-collected property assessments support district purposes. That is a practical distinction when asking where a payment appears or requesting a record of paid assessments; use the association’s current explanation and the property’s own documents rather than a generic HOA checklist. Association questions and answers.
Beach access is not the same as boating access
The association distinguishes between residents and nonresident owners. Its published FAQ gives nonresident owners certain beach and gate-key privileges but excludes them from several facilities and waiting lists, including ramp keys and pier waiting lists. Guests also have accompanying-owner rules. Verify the specific address and intended use directly before assuming a home conveys a boat space, kayak storage or parking permission.
A useful first visit
Explore the public street route to the home and ask to see the applicable waterfront rules with an authorized resident or representative. Bluff Point appears in the association’s history as an adjoining subdivision; keep it separate when comparing listings. For conditions on the water, consult county advisories as well as association notices.
