Liberty Reservoir Area
Liberty Reservoir’s Carroll County side offers woodland recreation beside a regional drinking-water supply, with specific rules for water access.
Liberty Reservoir’s protected watershed crosses Carroll and Baltimore counties and is owned by Baltimore City. Its primary role is water supply, with recreation managed around that responsibility. For residents on the Carroll side, it offers opportunities for hiking, birdwatching and nature photography in a substantial wooded setting.
Choose the activity before the entrance
Maryland DNR identifies established trails and access roads for different uses. Swimming is prohibited, pets must stay leashed and out of the reservoir, and visitors should be aware of regulated hunting seasons. Use the current map and rules to choose an appropriate public access point instead of approaching from an unmarked roadside or private property.
Boating has its own requirements
DNR’s fishing and boating page directs boaters to Baltimore City for a seasonal permit. Propulsion is limited to rowing, paddling or battery-powered motors. Boaters also face reservoir-use restrictions intended to limit the spread of invasive species; review those requirements before bringing a boat used elsewhere.
Shore fishing is another option, subject to the applicable fishing rules. A trail outing and a boating trip need different preparation, so begin with the official information for the activity you intend to pursue.
