A Columbia address can come with several organizations to understand: a village association, Columbia Association, Howard County and sometimes another property association. The fastest way to get oriented is to identify which organization handles the question in front of you.
Columbia is in Howard County. The county explains that it has no incorporated cities or towns and provides local government services. You should therefore use Howard County’s department directory for county responsibilities, rather than looking for a Columbia city hall.
Start with the ten villages
Columbia Association lists Dorsey’s Search, Harper’s Choice, Hickory Ridge, Kings Contrivance, Long Reach, Oakland Mills, Owen Brown, River Hill, Town Center and Wilde Lake. Each has an independent nonprofit village association with its own elected board. The CA village guide links to the associations and provides a route to identify your village.
Village associations handle matters including local events, facilities, advocacy and covenant administration. Their precise processes deserve an address-specific check. Ask the association which documents apply to the property and who reviews a proposed exterior change before you commit to the work.
There is also an easily missed distinction at the village center: the association’s community building and the shopping center are not the same operation. CA says it owns the village buildings operated by the associations; the associations do not own or operate the shopping centers. A community-room question and a storefront-leasing question may therefore need different contacts.
Understand CA’s annual charge separately
CA’s current annual-charge page explains the charge for property on CA-assessed land and provides account and billing resources. For a property you are considering, ask CA whether the charge applies and request the current bill or calculation for that address.
- Annual charge: obtain the current property bill and confirm who handles payment.
- Other association charges: collect any separate condominium or homeowners-association documents and bills.
- Recreation costs: confirm what the membership or program you want includes. CA’s annual-charge payment route is separate from membership and other service payments.

Use the right starting point
- A village event, room rental or exterior-change question: start with the named village association and confirm the applicable process.
- A CA bill or CA facility question: contact Columbia Association with the address, account or facility name.
- A county service: use Howard County’s department directory and describe the location and issue.
- A school assignment: use HCPSS’s current School Locator resources and confirm the school year. Village boundaries do not answer this by themselves.
- A shop or commercial lease: contact the business or property manager responsible for that space.
Make a short address file
Before moving, collect the village contact, applicable association documents, current recurring bills and the official school lookup result. Save the service contacts you are likely to need. If an answer is unclear, ask which organization has authority over that specific issue and keep the response with the property documents.
After the practical questions are settled, the village association is also a route into community life. Read its current calendar or meeting notices and choose one activity that interests you. Understanding the structure becomes easier when you connect it to a real place and a familiar contact.
